I understand how frustrating this must be for Tuan and If I were in your situation, I would feel just as you do. Rest assured that your account is in good-standing. However, temporarily withdraw function in Paypal is under upgrade. We have escalated this issue to Technical team and they are working actively on this feature currently.
At the moment, I advise Tuan to download Paypal app and try to make a withdrawal if this is a urgent case.
